Rathore's lawyer cites contradictions in witness' statements

Chandigarh: The Punjab and Haryana High Court
today resumed day-to-day hearing on SPS Rathore's revision
petition challenging his conviction in Ruchika molestation
case with his lawyer wife Abha citing contradictions in the
statements of the sole witness Aradhana.
Stressing that the incident of molestation as described
by Aradhana - the sole and prime witness in the case and
daughter of Anand Parkash - was "not possible", Abha contended
before the court that "if two persons are sitting on two sides
of a table, there is no chance of molestation."
Pointing out "contradictions" in the statements of
Aradhana during her examination in the case, Abha submitted
that the witness was interested to get Rathore convicted as
this family had feelings of "vengeance and vendetta" against
him.
Holding that Aradhana gave statements before the
prosecution at the age of 30 and was not a minor, Abha
contended that Aradhana had admitted in her statement that she
met ball picker Paltoo, but she tried to avoid Rathore on the
day of alleged crime.
"The timing of group of Aradhana and Ruchika to play
tennis was 4.30 pm to 5.30 pm, but they stayed at the Haryana
Lawn Tennis Association grounds till 6.30 pm when Rathore used
to come...in her statements Aradhana had changed details of
timings to implicate Rathore," Abha argued.
"Aradhana gave false testimony regarding avoidance of
Rathore," Abha submitted.
Abha argued that S C Girhotra had given statements
during the prosecution examination that his daughter Ruchika
left the house empty handed for the HLTA grounds on August 12,
1990 whereas Aradhana admitted that the deceased had first
come to her residence and gone to play tennis with racquets in
their hands.
"While Ruchika's friend says there was racquet in her
hands, the deceased's father had maintained that his daughter
was empty handed...there is contradiction in the testimony,"
Abha submitted.
Abha also contended that Anand Parkash, husband of the
complainant in the case Madhu, had "adverse and controversial"
service record.
"He (Anand Parkash) has been compulsorily retired from
the Government service on account of corruption," a calm
and composed Abha, assisted by her lawyer daughter Priyanjali,
told the court while giving references of government remark's
in Anand Parkash service record.

Why BIS norms on toxicity not implemented for toys, HC asks

Mumbai: The Bombay High Court today sought
reply from the Union Government as to why the norms on
permissible levels of toxic materials, fixed by Bureau of
Indian Standards, are not implemented for toys sold in India.
The reply is to be filed within four weeks, said the
division bench of Chief Justice Mohit Shah and Justice S C
Dharmadhikari.
The court's directive came in response to a PIL filed
by city-based NGO `Consumer Welfare Association' which cited a
report published by another NGO, Toxic Link, about use of
toxic metals such as lead in toys sold in India.
Rajiv Chavan, petitoners' lawyer, said that while BIS
has norms in place in this regard -- which are in line with
norms in the European Union -- they are not binding.
At an earlier hearing, Maharashtra Pollution Control
Board had admitted that toys -- especially China-made - did
contain toxic materials like cadmium and lead that may be
hazardous to children's health. PTI KRK

NRI professionals object to passport surrender fee

London: Several Indian professionals who
have acquired British nationality have criticised the Ministry
of External Affairs for levying an allegedly unfair fee
structure while surrendering Indian passports at the Indian
High Commission here.
Under Indian law, Persons-of-Indian-Origin, who have
acquired foreign citizenship, are required to surrender their
Indian passports to the nearest Indian mission immediately
after acquisition of the foreign citizenship.
Raghav Upadhyay, a software professional, who wrote to
the Indian high commission here, said: "I had applied for the
surrender of four Indian passports for me, my wife and two
children on 1 June 2010.
On the website on that date it stated that the fee
was 90 pounds per certificate, but when I reached the High
Commission, I found that the fee was 102 pounds per person and
accordingly I paid 408 pounds for four persons for the
applications."
Upadhayay added: "When I read the news on June 9,
2010 that for those who attained British nationality prior to
May 31, 2010 the fee was reduced to 14 pounds per person it
was a matter of great dismay for me as all four applications
submitted by me have attained naturalisation prior to this
date and we have paid 88 pounds per person (a total of 352
pounds) in excess of the current fees.
As this amount is sizeable, in terms of fairness, I
requested a refund of the excess amount."
A fee of 102 pounds is levied on individuals
surrendering their Indian passports, after which a ‘surrender
certificate’ is issued.
This certificate is mandatory for future consular
services such as visa, Persons of Indian Origin or Overseas
Citizen of India cards.
Terming the levy of the fee as a 'fine' for
surrendering Indian citizenship, Amit Kapadia, executive
director of the HSMP Forum said: "We are deeply concerned over
the Indian government’s repeated attempts to penalise Indian
nationals opting for foreign citizenship in this manner.
We have received many complaints from British Indians
who have expressed their resentment against the humiliation
meted out to them and their families."
Apart from the alleged unfairness of imposing a fee
to surrender Indian passports, Kapadia said new rules levying
different fees for the same consular service had worsened the
situation. The HSMP Forum represents non-European Union
professionals, including a large number of Indians.

Allow Prabhakaran's mother to undergo treatment: HC to Centre

Chennai: The Madras High Court today told
the Centre to allow Parvathiammal, mother of slain LTTE Leader
V Prabhakaran, to undergo medical treatment in India whenever
she wanted to do so.
"Whenever the representative of Parvathiammal intimates
the Indian High Commission at Colombo that she is willing to
undergo treatment in India, the respondents (Centre) are
directed to allow her to undergo the treatment", a division
bench, comprising Justices Elipe Dharma Rao and S S Sasidharan
said,
The bench gave the order on a petition filed by
Parvathiammal, seeking a direction to the Centre to allow her
to come to India for treatment and to bear the cost.
The External Affairs Ministry in a counter affidavit had
said Parvathiammal had decided to defer her visit to India
"for the time being".

Sensex recovers to close 181 pts higher

Mumbai: The stock market benchmark Sensex
today jumped over 180 points on the IMF projection that the Rs
61 lakh-crore economy will grow by 9.5 per cent in 2010.
The Bombay Stock Exchange's 30-share bellwether ended the
session at 17,651.73, up by 180.70 points or 1.03 per cent.
The International Monetary Fund raised the growth
forecast for the Indian economy on robust corporate earnings,
among other things.
The National Stock Exchange's wide-based Nifty-50 closed
1.06 per cent higher, at 5,296.85 points.
Taking cues from an overnight rally in the US market, the
Sensex opened on a strong note and never looked back. During
the trade, it touched a high of 17,728.37.
Analysts said that investment confidence on Dalal Street
was high after the International Monetary Fund raised India's
growth forecast for the current year to 9.5 per cent, stating
that favourable financing conditions and robust corporate
performance would accelerate economic expansion.
The lender has upped the growth projection from 8.8 per
cent, estimated in April.
"The market sentiment was boosted after the IMF raised
hopes of a better-than-expected global economic outlook,"
Ashika Stock Brokers research head Paras Bothra said.
"Reports that the US retail sales grew at its fastest
pace in four years helped the Asian space move up," he added.
Besides this, the Washington-based body said that the
world economy would grow faster than expected this year,
pushing global bourses northward.
Hectic buying was seen across the front and all sectoral
indices on the BSE ended in the green with gains up to 2 per
cent. Consumer durables, realty, IT, metal and banking stocks
were the major gainers.
IT major Infosys, which will kick off the first quarter
earning of India Inc next week, jumped 1.61 per cent. While
TCS rose by 1.70 per cent, Wipro edged up by 0.63 per cent.
Metal stocks bounced back today, with Sterlite Industries
surging by 3.55 per cent, the highest in the BSE-30. Tata
Steel rose 1.96 per cent and Hindalco 2.08 per cent.
Easing food inflation also pushed market confidence,
brokers said. Annual food inflation eased to 12.63 per cent
for the week ended June 26.
Reliance Industries Ltd, which holds the maximum weight
in the Sensex, ended 0.34 per cent higher at Rs 1,056.50.
ICICI Bank rose 1.89 per cent, SBI 2.29 per cent, HDFC 1
per cent and HDFC Bank 0.34 per cent.
In the Sensex pack, 24 scrips settled with gain, while
six ended in the red.
Among the losers, ACC fell by 0.99 per cent, the lowest
in the BSE-30, NTPC by 0.57 per cent and HUL by 0.51 per cent.
On the global front, all Asian bourses except China ended
in the green. Europe was also firm in the mid-session.

India prepares for launch of cartographic satellite

Bangalore: Preparations are in full swing in
Sriharikota spaceport for Monday's launch of home-built
advanced remote sensing satellite Cartosat-2B by work-horse
rocket Polar Satellite Launch Vehicle (PSLV-C15).
"PSLV-C15 is slated to be launched at 9.22 AM on July 12,"
Indian Space Research Organisation (ISRO) spokesperson S
Satish told PTI.
The launch, from the spaceport in the east coast, was
earlier fixed for May 9 but it had been rescheduled after a
marginal drop in pressure in the second stage of the vehicle
was noticed during mandatory checks on the rocket.
The stage is now set for the launch of PSLV-C15, carrying
on board the 694-kg Cartosat-2B, a 116-kg Algerian satellite
ALSAT-2A, two nano satellites NLS 6.1 and NLS 6.2 from
University of Toronto, Canada, weighing 6.5 kg and STUDSAT, a
satellite built by students from academic institutions in
Karnataka and Andhra Pradesh, weighing less than one kg.
Cartosat-2B, the 17th remote sensing satellite of India,
is mainly intended to augment remote sensing data services to
the users of multiple spot scene imagery with 0.8 metre
spatial resolution and 9.6 km swath in the panchromatic band.
The multiple spot scene imagery sent by Cartosat-2B's
panchromatic camera would be useful for village level/
cadastral level resource assessment and mapping, detailed
urban and infrastructure planning and development and
transportation system planning.
It will also prove useful in preparation of large-scale
cartographic maps, preparation of micro watershed development
plans and monitoring of developmental works at village/
cadastral level, according to ISRO.
Cartosat-2B's imagery, the space agency said, can also be
used to prepare detailed forest type maps, tree volume
estimation,village/cadastral level crop inventory,town/village
settlement mapping and planning for comprehensive development.
The imagery could also be used for canal alignment, rural
connectivity assessment, planning new rural roads and
monitoring their construction, coastal landform/land use and
coral/mangrove mapping and monitoring of mining activities,
ISRO said

Terror camps still running in Pakistan: US

Washington: A fresh chargesheet filed by
the US Department of Justice in a terror case shows that al-
Qaeda is still running terrorist training camps in Pakistan.
The Justice Department pointed to this while stating
that the plot to bomb New York's subway system, uncovered in
September 2009, was directed by senior al-Qaeda leadership in
Pakistan.
It also said the leadership plotted to use western
operatives to attack targets in Britain.
The eleven-page chargesheet, which was filed in a New
York federal court, said that five of the accused had received
training from al-Qaeda in Waziristan in 2008 and early 2009.
US prosecutors have accused al-Qaeda leadership of
directing the accused to attack the New York subway system
last year.
The Department of Justice unsealed charges against the
five alleged members of al-Qaeda, including Adnan Shukrijumah
whose name is on the FBI's list of most-wanted terrorists, for
plotting attacks on the US and UK.
The charges reveal that the plot against New York's
subway system uncovered in September 2009 involving Colorado
resident Najibullah Zazi was directed by senior al-Qaeda
leadership in Pakistan, and was also directly related to a
scheme by al-Qaeda plotters in Pakistan to use Western
operatives to attack a target in the United Kingdom.
State Department spokesman Mark Toner, however, said
the US has received "significant counter-terrorism
co-operation" from Pakistan.
The superseding indictment, which was returned and
unsealed yesterday in the Eastern District of New York,
charges the five defendants each with several terrorism
violations.
David Kris, Assistant Attorney General for National
Security, said these charges underscore the global nature of
the terrorist threat.
"They further reflect the effectiveness of mutual
investigations and cooperation with our global partners in
disrupting terrorism threats," he said.
Sean Joyce, Executive Assistant Director of the FBI's
National Security Branch, said: "The threat posed by
terrorists around the world is a threat to security and a
threat to the rule of law."
The transnational nature of the conspiracy, and its
connection to plots targeted outside the US underscores the
importance of international coordination and collaboration to
do everything to ensure public safety, the official said.
Apart from Shukrijumah, who is also known as "Hamad",
other defendants are Adis Medunjanin alias "Mohammad;" Abid
Naseer; Tariq Ur Rehman; and a fifth defendant known as
"Ahmad," "Sohaib" or "Zahid."
Each of the defendants faces a maximum sentence of
life in prison if convicted.
According to the indictment, court filings and plea
proceedings in the case, the plot involving Zazi was organised
by Saleh al-Somali, Rashid Rauf, and El Shukrijumah, who were
then-leaders of al-Qaeda's "external operations" program
dedicated to terrorist attacks in the United States and other
Western countries.

Rear Admiral's body taken for post mortem

Kochi: The body of Rear Admiral S S Jamwal,
Chief of Staff of Southern Naval Command, who died yesterday
in an 'accidental firing' at INS Dronacharya, has been taken
to Alapuzha Medical College for post-mortem.
Police sources said the body of the 51-year-old naval
officer was taken to the medical college this morning for
medical examination to ascertain the cause of his death.
Meanwhile, Naval sources said the funeral of the second
senior most officer in the Southern Naval command has been
tentatively scheduled for tomorrow.
The cremation was likely to be held here, the sources
said.
Police have registered a case of 'unnatural death', while
Navy has ordered an inquiry into the incident.
According to Navy, the Rear Admiral was at the training
establishment's small arms firing range when he died as a
pistol he was inspecting went off accidentally.

Indo-Pak cricket ties not possible as of now: Pawar

Mumbai, Jul 8 (PTI) Newly-appointed ICC President Sharad
Pawar says immediate resumption of cricket ties between India
and Pakistan is not possible.
"Immediate ties between both countries is not possible.
It is not in the hands of the Cricket Boards..It is a
diplomatic issue. This is a decision taken by the Indian
government," Pawar said here yesterday.
Asked about demands for the introduction of day-night
Tests to save the longer format of the game, Pawar said the
"issue has not reached his ear".
"We are only administrators. If needed, I will let the
experts take a call (on the issue)," he said.
To a query whether the ICC was mulling to shift its
headquarters back to England, Pawar said, "In England, there
are 40 per cent taxes while there are no taxes in Dubai. The
moment England thinks similarly about cricket we will consider
it."
Pawar said he was confident about BCCI President
Shashank Manohar's integrity to handle the controversial Lalit
Modi issue.

Cameron to lead a senior Cabinet delegation to India

London: Keen to forge a new "special
relationship" with fast emerging India, British Prime Minister
David Cameron will head to the country later this month with a
senior Cabinet delegation and top business leaders.
The Cabinet delegation accompanying Cameron on his
first visit to a foreign country as prime minister, will
comprise of top ministers, Foreign secretary William Hague,
Chancellor of Exchequer George Osborne and Business Secretary
Vince Cable who will help him create an "enhanced partnership"
with India, one of the world's fastest growing economies.
Leading British businessmen will also be part of the
delegation as Britain seeks collaborations with Indian firms
with an eye on the large market.
According to a report in The Daily Telegraph,
ministers believe Britain must dramatically increase its
business collaboration with Indian companies and universities
to win a share of retail, banking and services markets which
are expected to grow by 10 per cent per year.
There are over 500 Indian companies already operating
in the UK.
Britain is also expecting India to lift restrictions
in the banking, insurance, financial and professional services
sectors and allow law and accountancy firms to practise in the
country.
Ministers believe British universities could help meet
India's growing demand for higher education centres.
Hague said last week that Britain would suffer if it
did not develop business and political links with rising
economies such as India, Brazil and China.
Quoting officials, the report said British firms and
universities can trade their technology and management skills
for a share in India's future wealth by forming joint ventures
and developing new goods and services together.
A number of British and Indian technology firms and
university departments are already working together to develop
secure mobile communication systems that could survive
terrorist attacks and natural disasters.
Gopichand Hinduja, a billionaire and co-chairman of
the London-based Hinduja group, an investment firm, welcomed
the scale of the Cabinet's planned trip to India, which he
said would be seen as a sign of respect and sincerity in New
Delhi.
"India and Britain have strong historical bonds and
the British understand India better than any other country in
the world," he said.

Lankan minister begins fast unto death against UN expert panel


Colombo: A senior Sri Lankan minister today
began a hunger strike outside the UN office here, demanding
that the world body scrap a panel set up to probe allegations
of war crime during the country's civil war.
Housing minister Wimal Weerawansa claimed he would
"fast-unto-death" to protect the country's military as he said
that any international probe could lead to questioning of Sri
Lankan armed forces and even some political leaders.
His fast comes as the siege of the UN office entered the
third day today. But, unlike yesterday the essential staff of
the world body reported for work.
Weerawansa began his fast as Buddhist monks chanted
slogans and his supporters waved flags. Addressing the
protesters, the minister said he had taken recourse to the
action as he believed that any questioning of armed forces or
political leaders would be unfair.
The UN Secretary General Ban Ki-moon has named a three
member panel to advise him on "accountability issue" during
the war between government forces and Tamil Tigers which ended
in May last year.
On Tuesday, the minister's supporters laid siege to the
UN compound and prevented the staff from going home.
The Sri Lankan authorities have announced that they will
bar entry to the UN panel members.
"I will fast until the UN panel is dissolved and Ban
Ki-moon gives an assurance that he will not act acrimoniously
against Sri Lanka", the minister said.
The Minister said he proposed to continue with
fast-unto-death till the panel was dissolved.
Weerawansa heads the National Freedom Front, an ally of
President Mahinda Rajapaksa led United People's Freedom
Alliance (UPFA) coalition.
Meanwhile, Ban spoke about the significance of the panel
while addressing the UN Security Council yesterday at New
York.
"In Sri Lanka, I have emphasised the importance of an
accountability process for alleged violations of human rights
and humanitarian law by all sides in the conflict that ended
there last year. I have appointed a Panel of Experts to advise
me on these issues," he said.
Nearly a hundred of Weerawansa supporters gathered this
morning outside the UN compound.
In New York, the UN associate spokesman Farhan Haq said,
Weerawansa had assured that the UN staff would be allowed to
move in and out of the compound.

Induction of Army into Kashmir in tune with national policy

The cycle of violence that has enveloped Kashmir for almost a month now has finally led to the decision of calling in the Army in support of the Police and the Paramilitary forces. This is the time to evolve new ideas that provide viable long term options to deal with the problem.

First and foremost, all democratic and freedom loving forces in the country should stand steadfast in support of the government of Jammu and Kashmir and its Chief Minister Omar Abdullah. Not many Chief Ministers in Kashmir have completed their terms, even the grandfather and father of the present incumbent have resigned from the post of Chief Minister at some point in time. The previous government fell under similar circumstances of turmoil just two years ago.

Historically, removal of a government has not brought about any change in the politico-social environment of the Valley, therefore, this is not the solution to the problem. On the other hand it would result in yet another victory for such forces in the Valley who indulge in causing disruption.

This is not the first time in India that the Army has been called out in aid of civil authority. Kashmir need not be seen through a prism that is different from the rest of the Nation and the decision should be viewed as one taken in concert with national policy for dealing such situations. In other words, the emotional hype that is being given to this decision is misplaced and it should not be allowed to gain political credence.

The Army has, very rightly, been given the mandate to maintain peace through the medium of flag marches and imposition of curfew. Some other forces have the responsibility of crowd control. This decision maintains the stature of the J and K Police and Para military forces who are primarily responsible for maintaining law and order. However, should the need arise, the Army should not shy away from using force to maintain peace.

The responsibility for this cycle of violence is sought to be put on the youth of Kashmir. The implication is that, due to a violent childhood spent in the shadow of the gun and lack of employment opportunities, they see no light in the end of the tunnel and the resultant anger and frustration is erupting in the form of spontaneous agitations.

This perception is divorced from reality. In comparison with the rest of the Nation, Kashmir is well placed in terms of both literacy and poverty indices. There are others who are much worse off, but they do not come out in the streets and vent their frustration and anger.

Secondly, while the world is getting globalised Kashmir is being guided by its leaders towards geo-political isolation. If you do not welcome investment, do not provide land for commercial use, do not give security for commercial enterprise and on top of it do not leave your home town to look for employment outside, how can you progress? The leaders and elders should advise the youth to put the past behind them, get over this ghetto mentality, shun hatred , abjure mindless rage to direct their energies towards achievement orientation like the rest of the youth of the country.

A word about the so called spontaneous nature of these agitations. One cannot help but discern a distinct pattern being followed year after year which leaves doubts about their spontaneity. It is also a known fact that some political segments in the Valley use disruption as a tool to achieve their objectives . While living in luxurious comfort they give unending calls for Hartals and Bandhs with little thought to the inconvenience and economic loss being caused to the poor people.

Against this backdrop, while ruthlessly cracking down upon the disruptive elements the Government should prepare itself to deal with such upheavals. Training the police in riot t control should be given top priority and the quality of policing should be enhanced through additional recruitment, purchase of modern riot control equipment and specialised training.

The debate on Kashmir should involve a wider section of society. Jammu and Ladakh are also stake holders and their people need to be involved in the discussion process. Retired officials who have served in Kashmir, intelligentsia including Kashmiri Pundits, businessmen, scholars, analysts and journalists should be involved in evolving a holistic understanding of the problem.

Presently, selected Kashmiri politicians and leaders are invited to express their views on pre- decided agendas.

The decisions are mostly inconclusive. It is often said the most complex problems have simple solutions. Kashmir will emerge from the existing despondency through a simple, realistic, step by step approach.

Gold climbs Rs 140 to Rs 18,700 amid rebound in global demand

New Delhi: Gold prices recovered by Rs 140
to Rs 18,700 per ten grams in the national capital today as
stockists and jewellers replenished their stocks following a
rebound in prices of the precious metal in global markets.
Silver also rose by Rs 350 to Rs 29,250 per kg on
increased offtake by industrial units and coin-makers.
The trading sentiment turned bullish after gold climbed
in global markets on speculation that the precious metal’s
descent to its lowest level in almost six weeks is prompting
some investors to increase their holdings.
Gold in overseas markets, which normally sets the price
trend on the domestic front, rose 0.2 per cent to USD 1,204.73
an ounce. The metal fell to USD 1,185 yesterday, its lowest
price since May 24.
Traders said the emergence of buying by stockists and
jewellers for the current marriage season amid the firming
global trend mainly led to the rise in gold and silver prices.
The firming trend in futures trading also influenced the
trading sentiment, they said.
Gold of 99.9 per cent and 99.5 per cent purity recovered
by Rs 140 each to Rs 18,700 and Rs 18,600 per ten grams,
respectively.
They had lost Rs 190 in previous trade. Sovereigns also
gained Rs 25 to Rs 14,700 per piece of eight grams.
In line with the general firming trend, silver staged a
come back on fresh buying by industrial units. Silver ready
jumped by Rs 350 to Rs 29,250 per kg and weekly-based delivery
rose by Rs 365 to Rs 29,040 per kg.
The price of silver coins also shot up by Rs 300 to Rs
34,300 for buying and Rs 34,400 for selling of 100 pieces.

ICG to open 5 new Coast Guard stations, launch high-tech ships

Chennai: In a bid to enhance coastal
security, Indian Coast Guard (ICG) today announced it would
open five new Coast Guard stations across the eastern region
before 2012 and commission five new high-tech ships.
"We plan to open five new Coast Guard stations at
Nizampatnam and Krishnapatnam in Andhra Pradesh, Golapur in
Orissa, Karaikal in Tamil Nadu and Frazerganj in West Bengal,"
Commander Coast Guard Region (East) ICG IG A Rajasekhar told
reporters."Land has been acquired from the respective governments
to set up the stations and construction will start soon," he
said, adding the ships are now being built at Hindustan
Shipyard Limited.
"The first of these ships 'Rainabbakka' will be
commissioned in August in Chennai region," he said.
Rajasekhar was speaking after attending the bi-annual ICG
district commanders conference, conducted in February and July
at ICG Chennai headquarters to review the progress of various
units.
He said the conference reviewed the prevailing security
scenario, discussed deployment of forces and how best to
tackle likely threats and chalked out the future course of
action.
Rajasekar said in the last one year, ICG had inducted
'OPV Vishwat', Interceptor Board-146, new Chetak helicopter CG
820 and 40-meter long berth (OSV-5).
He said 346 of the total of 788 distress alerts received
from across the country since January 10 were from the eastern
region.
"All the alerts were corroborated and 43 missions were
coordinated on authentication of the distress, which resulted
in saving 36 lives," he added.

Govt okays programme for controlling non-communicable diseases

New Delhi: Branded as the diabetes capital of
the world, India today got itself a national programme for
control of non-communicable diseases at a cost of Rs 1230.9
crore.
The National Programme for Prevention and Control of
Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS)
was approved by the Cabinet Committee on Economic Affairs.
The CCEA sanctioned Rs 1230.90 crore for implementation
of its various components during the remaining period of 11th
Five year plan. Out of this, Rs 499.38 crore would be for
interventions on diabetes and cardiovascular diseases and
stroke and Rs 731.52 crore for cancer control.
The cost sharing between the Centre and the states would
be 80:20, Union Home Minister P Chidambaram told reporters
here.
The CCEA also approved the inter-usability of funds from
one component to another within the same group of diseases,
limited to a ceiling of 10 per cent, in order to impart
operational flexibility in implementation of these programmes.
Approval has also been accorded for empowering the
Mission Steering Group and Empowered Programme Committee set
up under the National Rural Health Mission (NRHM) to approve
financial norms in respect of all components of the Programme.
The programme will be implemented in 20,000 sub-centres
and 700 Community Health Centres (CHCs) in 100 Districts
across 15 States/UTs by promoting healthy lifestyle through
massive health education and mass media efforts at country
level, opportunistic screening of persons above the age of 30
years and establishment of Non Communicable Disease (NCD)
clinics at CHC and district level.
It is expected to screen over seven crore adult
population (30 years and above) for diabetes and hypertension,
early diagnosis of NCDs and treatment at early stages.
To fill the gap in the health delivery system, about
32,000 health personnel would be trained at various levels to
provide opportunistic and targeted screening, diagnosis and
management of NCDs.
The country is experiencing a rapid health transition
with a rising burden of Non-Communicable Diseases(NCDs) which
are emerging as the leading cause of death in India accounting
for over 42 per cent of all deaths with considerable loss in
potentially productive years (aged 35-64 years) of life.
According to a WHO report (2002), cardiovascular diseases
(CVDs) will be the largest cause of death and disability in
India by 2020.
It is estimated that the overall prevalence of diabetes,
hypertension, Ischemic Heart Diseases (IHD) and stroke is
62.47, 159.46, 37.00 and 1.54 respectively per 1000 population
of India. There are an estimated 25,00,000 cancer cases in India.

Cong may use Gujarat riot victims photo against Nitish

Patna: The Congress may use a riot victim
Quttubuddin Ansari's photograh in which he was shown to be
begging with the rioters to spare his life during 2002 Godhra
riots in Gujarat "in order to expose" Chief Minister Nitish
Kumar's secular image during the assembly polls in Bihar.
The state unit party leadership has hit upon the idea
to use the Gujarat riots victim's photograph an a poll
material to "tear apart Kumar's secular credentials" vis-a-vis
his association with the BJP of which Modi has a mascot, the
Congress Chief Spokesperson Prem Chandra Mishra told PTI here.
"We have written to the Congress high command
explaining justification of use of Ansari's photograph as a
poll material in Bihar," he said.
The high command's decision in this regard was awaited,
Mishra said, adding that the said photograph will prove to be
an useful poll material, particularly among the minority
community, to expose the senior JD(U) leader's secular
credentials, the Congress leader said.
The Congress will also tell the electorate that Kumar,
who was then an Union Minister in the NDA government at the
Centre, had not uttered a single word on the Gujarat riots, he
said.

Govt hospital doctors booked for negligence in Nagpur

Nagpur, Jul 8 ( Police have booked three doctors of
state government run Daga Hospital here for their alleged
negligence causing injuries threatening danger to life during
a cesarean operation of a 24-year-old.
Police said the trio, Dr Manish Baheti, Dr Nidhi Kharabe
and Dr Jailaxmi Behra, performed cesearian operation on one
Sheikh Parveen Sheikh Ashfaque on April 6 at Daga Hospital.
The doctors left surgical cotton in her stomach. Later,
Parveen developed complications and started experiencing pain.
She took medicines till May 14 and consulted doctors at Daga
Hospital on June 1 but the doctors did not pay attention.
She was referred to Government Medical College Hospital
where sonography showed foreign object inside her stomach. An
operation was performed at Medical College on June 7 and
surgical cotton was successfully removed.
A formal complaint was lodged against the doctors with
Tehsil Police Station under whose jurisdiction the Hospital
falls.
Police yesterday registered offences under IPC Sections
338, 34 (causing injuries and threatening danger to life)
against the three doctors. No arrests have been made so far,
police said.
When contacted Supertintendent of Daga Hospital, Dr V P
Khedikar said our internal probe is under way and statements
of doctors concerned and paramedical staff have been recorded.

Tribunal dismisses plea of 'ketchup' Colonel

New Delhi: The Armed Forces Tribunal today
dismissed the review petition filed by Colonel H S Kohli, who
was sacked from the Army for faking encounters in counter
insurgency operations in the north-east in 2003.
The officer -- to whom a section of the media gave the
sobriquet 'Ketchup Colonel' -- had filed a review petition in
the Tribunal, saying the decision to sack him from the Army
was contrary to Defence Ministry's decision-making process,
where only loss of seniority of five years in service was
recommended by the joint secretary concerned.
Rejecting Kohli's review petition, Justice S S
Kulshreshtha said, "I have no justified grounds to review the
case."
The Tribunal had earlier rejected Kohli's main petition
in January this year.
After the order, Kohli's counsel Dil Jeet Singh said that
they would now approach the High Court on the issue.
"The tribunal dismissed our application without taking
cognizance of the new evidence produced by us in the case," he
added.
Singh had earlier claimed that the ministry notings on
Kohli's dismissal orders show that the Under Secretary
concerned had recommended commuting his sentence, which was
accepted by the Joint Secretary,who was the competent
authority.
But fearing media backlash, the Joint Secretary sent it
to higher ups, who stuck to the dismissal order, he had
alleged.
The review petition had sought the Tribunal to have a
look at the decision-making process of the ministry in the
case.
During the court martial, Kohli was offered a plea
bargain but later on he was dismissed from service,
according to the petitioners.
Col Kohli, commanding officer of an artillery regiment
in Assam, had taken photographs of civilians splashed with
tomato ketchup posing as corpses and gave them to his seniors
to stake claim for gallantry award.
The incident took place at Bada Nagadun near Silchar in
Assam and Col Kohli was dismissed from the Army in
November 2004 after a court martial found him guilty.
Later on it was claimed that Kohli had followed orders
from his superior Brig S S Rao, who said he was taking
directions from his superiors.

Try to reach at amicable settlement: SC to Shinde's daughter

The Supreme Court today askedSmriti Shinde, daughter of union
minister Sushil Kumar Shinde,
and her husband, who are involved in a divorce proceedings, to
explore the possibility of reaching at amicable settlement.
The apex court asked the couple who are living separately
for over five years to appear before it on August 9 and
suggested that they should also consider the option of
reconciliation.
The court was hearing the petition filed by Shinde's
daughter seeking divorce without the consent of her husband,
citing "irretrievable breakdown" of marriage.
"Make an attempt for amicable settlement," a bench
comprising Justices G S Singhvi and A K Ganguly said while
wanting to know "if there is any possibility or chance of
reconciliation".
Senior advocate Chander Uday Singh, appearing for
Shinde's estranged son-in-law Sanjay Pahadia, submitted that
the couple have been speaking to each other but he was not
certain whether there has been any positive development.
Smriti's counsel and senior advocate Mukul Rohatgi said
it was the case of "irretrievable breakdown" of marriage where
the wife has been living separately for last five years and
the husband has been resisting divorce after consenting for it
in the beginning.
"This is a case where they (couple) are living separately
for five years. She is seeking divorce but can't get. How will
she live," he submitted before the bench and informed it about
the divorce proceedings before the family court.
He said Pahadia has refused to give his nod for
subsequent proceedings of divorce after jointly filing the
consensual divorce petition.
The court was informed that the couple's two son, aged
13 and 15 years, were staying with Smriti in the capital but
they have been shifted recently to Mumbai for educational
purpose.
Smriti, in her petition, has challenged provisions of the
Hindu Marriage Act which requires subsistence of mutual
consent throughout the divorce proceedings.
"The law cannot compel a woman, who is emotionally and
mentally unable to cope with a marriage, to remain bound in a
wedlock to her spouse even when it is established that the
marriage is dead," she said in her plea.
"The compulsion upon wife to obtain the consent of the
husband to maintain and prosecute a petition of divorce by
mutual consent is violative of the principles of gender
justice and thereby of the Article 14 and 21 of the
Constitution," the petition said.


Spain outclass Germany to reach final

Johannesburg: Reigning European champions Spain reached their first World Cup final Wednesday by defeating three-time winners Germany 1-0 in Durban.

Barcelona defender Carles Puyol headed home the only goal of the game in the 73rd minute as Spain set up an all-European final with the Netherlands Sunday at Soccer City in Johannesburg.Neither of those countries has won the World Cup before, and one will create history by becoming the first European nation to win a World Cup outside of Europe.

Puyol’s goal gave the reigning European champions a deserved victory over Germany, who failed to produce the attacking football which made them one of the entertaining teams at South Africa 2010.

"We are so happy. The team played their best game of the tournament. We showed that we can step up in big games," said Spanish forward David Villa after the re-match of the Euro 2008 final, which Spain also won 1-0.

And Villa said the Spanish are hungry for the trophy in their first World Cup showdown with the Netherlands.

"We want more. We’re happy to have come this far, but we want to win the world championship."

The winner will join record five-time winners Brazil, Italy (4), Germany (3), Uruguay (2), Argentina (2), England (1) and France (1) as the eighth nation to win a World Cup.

Germany will now take on Uruguay on Saturday in the third place game in Port Elizabeth.

"We are very disappointed right now. We wanted to do a lot more today but could not do it," said German captain Philipp Lahm.

"We knew ahead of the tournament that they were the favourites for the tournament. But we were not courageous enough in the offence in the first half. I think we had a chance to beat Spain today. We didn’t allow many chances, but it was not enough."

German coach Joachim Loew complimented the Spaniards.

"We are sad and disappointed, but Spain has shown a great game. Compliments to the Spanish team. They have been the best team over the past two or three years," he said.

"Offensively they were difficult to control," he added. "They have shown they can beat anyone.

Hundreds of fans missed the game because of congestion at Durban airport. Some planes could not land and had to turn back, while others remained stuck on the ground because they were unable to take off for Durban.

Off the pitch, Dutch World Cup players were given two days off by coach Bert van Marwijk after their 3-2 semi-final victory over Uruguay in Cape Town Tuesday.

The coach said he would begin preparations for the final Friday, following a brief interruption Thursday when the squad moves to a new hotel.

The Dutch federation KNVB said the squad had to vacate its rooms at the Johannesburg Hilton because it had been allocated a different hotel by the sport’s ruling body FIFA.

Fourteen African heads of state have confirmed their attendance at the final, among them Zimbabwe’s President Robert Mugabe and Kenyan President Mwai Kibaki. South Africa President Jacob Zuma will also be there.

Uruguay striker Diego Forlan said he hopes to be fit to play in the third place game despite coming off early against the Netherlands with a tendon problem.

In Kerala Break pipes of passenger train found cut

Malappuram: In a shocking incident here break pipes of the Nilambur-Shornur passenger train were found cut in 20 places Thursday. Primary assessment says that it was a deliberate attempt and not an accidental one.
The train which was to start its journey from Nilambur at 6.30 a.m. Thursday had halted its journey at the station at 9.30 p.m Wednesday.

The broken pipes were detected as the train was preparing to start the journey. Only an official of the Railway Protection Force was keeping watch on the train overnight.

Officials later announecd that the schedule stands cancelled because of the incident.

Musharraf prepares to storm Pakistan politics


Islamabad: Former president and ex-chief of Pakistan Army Pervez Musharraf has secured himself a launchpad for his return to the country from his exile in London: a political party which is founded with the desire of bringing about "a great change".

"We are happy. There is still a lot of work to do, but we have the concept, the objectives and the will," asserted retired General Rashid Qureshi, who was the military and presidential spokesperson for Musharraf and is now one of the "masterminds" behind the All Pakistan Muslim League (APML).

The APML emulates the name of the historical Muslim party that played a decisive role in the independence of Pakistan in 1947, after decades of struggle for freedom from the dominion of British Empire.

The official launch of the party took place quietly in the southern metropolis of Karachi in June where its leaders announced that the party wants to be for "all Pakistanis" without distinction of religion, ethnicity or social class.

"The people of Pakistan are tired of the government’s incompetence. It is time for a great change," Qureshi told EFE, and affirmed that the party "has already been registered" and hopes to establish headquarters in all the big cities and provincial councils.

According to a party source, the party has organised various events in other important places of Pakistan like Lahore and the region of Gilgit-Baltistan, since its launch in Karachi.

Some of its leaders are currently in Dubai to meet Musharraf and design a strategy for the new formation.

The source also revealed that this month there could be a launch of the party in London, but added that the final decision is yet to be taken and that it depends on the political situation in Pakistan.

The most notable thing about the new party is that its existence might be the preamble to the come back to the country of retired General Musharraf, who according to Qureshi "would return soon" to Pakistan to head the organisation and to contest the next elections.

"The date (of the return) is not yet decided. We keep informing him of the situation here. When he returns we’ll tell the people in advance," said the spokesperson, who added that the APML "is working to guarantee his security".

After nearly nine years in power, which he gained following a bloodless coup d’état, Musharraf found himself forced to give up the presidency of Pakistan in August 2008 to avoid the process of impeachment against him by parliament.

The former president stayed in the country for a while away from the front line but found himself hounded by a number of his old enemies among the political groups, the judiciary and civil society on account of his past manoeuvres when in power.

This made him leave Pakistan and go for pilgrimage to Makkah, and later serve as speaker at various conferences in the Middle East, Europe and the US, till he settled down in Britain.

Sources from different parties - including the one that supported his mandate, the Muslim League-Q, showed their concern on whether the former general would dare to return in the present circumstances; while Musharraf has already announced that he would contest in the "next elections".

In a recent video-conference, complete with a Pakistani flag, a bunch of red flowers, a thick book about Michelangelo and a collection of Mozart discs, he announced his decision to return to politics and was confident of obtaining the nation’s support.

His hope comes from the renewed rage that he has awakened through internet: his virtual page on Facebook, for example, has a significant figure of 218,071 followers, and that of the APML has added more than 1,500 in a few days.

"You are actually a real leader. We need you here," writes an internet user in support of his return, among other comments.

Not very pleased with the prospect, the influential Pakistani daily "Dawn" expressed its doubts in a recent editorial whether "the self-proclaimed conquest of cyber-space really coincides with the reality" of an underdeveloped country.

"Musharraf has to be prepared to face possible judicial charges against him if he returns to Pakistan," said the newspaper.

A Western diplomatic source described it as being a "positive" thing that a new political party led by Musharraf has been founded in a country which, after all, is considered a democracy.

"Obviously it is very likely that he would become de facto president and (his figure) represents a rupture in the democratic system, which has experienced frequent alterations in Pakistan," said the source.

Spokesperson Qureshi admitted that some parties are hostile to Musharraf despite not being able to present "solid" accusations, and defended that the former general "is even more popular with the lower classes".

Assam rail track blast kills one, injures seven

Guwahati: At least one person was killed and seven wounded, two of them critically, in a powerful explosion on a railway track Thursday that ripped apart the engine and a coach of a passenger train in Assam, officials said. A police spokesperson said the blast took place at 2.15 a.m. at Babubil in Kokrajhar district, about 270 km west of Assam’s main city of Guwahati.

"The Garib Rath Express from Guwahati to Kolkata was at Babubil when the blast took place derailing six coaches," S. Hajong, chief spokesperson of the Northeast Frontier Railways, said.

The injured were shifted to local hospitals, while relief trains have reached the blast site.

"The driver of the train and another passenger received serious injuries, while six coaches were damaged in the impact of the blast," Hajong said.

The dead passenger has been identified as Durlav Chetia of Guwahati.

The remote controlled improvised explosive device was planted on the track over a rail bridge, police said.

"The engine and the first coach bore the maximum brunt of the explosion, while the other four coaches just derailed thereby minimizing the casualties," the railway official said.

"The casualty figure is less since the train was moving at a very low speed while crossing the rail bridge."

Police blamed the outlawed National Democratic Front of Bodoland (NDFB) for the blast.

"The NDFB triggered the blast by planting the explosive on the track minutes before the train was to pass the area," a senior police official said.

The train blast took place even as the Assam government Wednesday evening sounded a massive security alert with intelligence inputs of serial explosions by the NDFB.

The railways Wednesday night announced cancellation or suspension of at least six long distance passenger trains due to the threat.

A police spokesperson said radio intercepts of the NDFB revealed a massive plan to trigger a wave of blasts across Assam, mainly targeting trains, bridges, and other vital installations, besides security forces and public places.

Earlier on Wednesday, several trains were stopped with railway police carrying out checking of tracks with information of bombs being planted.

NewYork subway bombplot hatched in Pakistan: US

Washington: Veteran Al Qaeda terrorist leaders in Pakistan directed and managed a foiled 2009 suicide bomb plot to attack New York’s subways and a related terror plot in Britain, US prosecutors have alleged. The revelations came as a feared and elusive senior Al Qaeda leader, Adnan El Shukrijumah, and three other operatives were indicted in Brooklyn Wednesday, the Justice Department announced in Washington.

The indictment, which supplements earlier charges brought against three other men, accuses Shukrijumah, who has been the subject of a worldwide manhunt for seven years, with helping to recruit Afghan-American Najibullah Zazi for the foiled attack.

The new charges for the first time link the subway plot with a planned Al Qaeda attack in Manchester, England, and contain the US government’s most detailed account on the development of the subway conspiracy and identities of its authors in the tribal areas of Pakistan.

The planned subway attack was "directly related to a scheme by Al Qaeda plotters in Pakistan to use Western operatives to attack a target in the United States", the indictment said.

It also described how Saleh al-Somali, who with Shukrijumah was then responsible for planning Al Qaeda attacks in the US and other Western countries, communicated from the tribal areas through "an Al Qaeda facilitator" in Peshawar, Pakistan.

The facilitator, according to the authorities, used the same e-mail account to send coded messages to the central figure in the subway plot, Najibullah Zazi, 24, in Denver and New York, and one of the Manchester plotters, Abid Naseer, in Britain.

The intermediary, who was identified in the indictment only as Ahmad or Zahid, was also charged.

Prosecutors also said that the investigation in the case found that Naseer was in Peshawar in November 2008, while Zazi was en route to the tribal areas where he and two high school classmates from New York received Al Qaeda training.

Zazi and one of those two men, Zarien Ahmedzay, 25, have pleaded guilty to a range of terrorism charges in the subway plot and are cooperating with federal authorities.

El Shukrijumah, a 34-year-old native of Saudi Arabia who once lived in South Florida, is known within Al Qaeda circles as "Ja’far the Pilot" because of his skills as a pilot.

He received flight training at around the same time as the 9/11 hijackers, and became the focus of intense concern among federal authorities in part because he spent so much time in the US and was familiar with the language and culture.

Naseer was one of 11 men - 10 of them Pakistanis - arrested in April 2009 by British authorities investigating the Manchester plot in one of Britain’s most extensive counterterrorism operations since the 9/11 attacks.

India to grow at 9.50% in 2010: IMF

India's growth will accelerate to about 9.50 per cent in 2010 as robust corporate profits and favourable financing conditions fuel investment, and then settle to 8.50 per cent in 2011, according to International Monetary Fund (IMF) projections. which contribute substantially to Asia's growth, could also provide the region a cushion in the event of external demand shocks, the IMF said on Thursday.

As Asia's strong recovery from the global financial crisis continues, despite renewed tension in global financial markets, world growth is projected at about 4.50 per cent in 2010 and 4.25 per cent in 2011, according to the July update of IMF's World Economic Outlook (WEO).

Relative to the April 2010 WEO, this represents an upward revision of about 0.50 percentage point in 2010, reflecting stronger activity during the first half of the year, the IMF said, keeping its forecast for 2011 unchanged.

At the same time, downside risks have risen sharply amid renewed financial turbulence, it said, suggesting that policy efforts in advanced economies should focus on credible fiscal consolidation, notably measures that enhance medium-run growth prospects such as reforms to entitlement and tax systems.

Noting that economic activity in Asia has been sustained by continued buoyancy in exports and strong private domestic demand, the IMF has revised gross domestic product (GDP) growth forecasts for the region upward for 2010, from about 7 per cent in the April WEO to about 7.50 per cent.

For 2011, when the inventory cycle will have run its full course and the stimulus is withdrawn in several countries, Asia's GDP growth is expected to settle to a more moderate but also more sustainable rate of about 6.75 per cent.

In China, given the strong rebound in exports and resilient domestic demand so far this year, the economy is now forecast to grow by 10.50 per cent in 2010, before slowing to about 9.50 per cent in 2011, when further measures are taken to slow credit growth and maintain financial stability, the IMF said.

Both Newly Industrialised Asian Economies and Association of South East Asian Nations (ASEAN) economies are expected to grow by about 6.50 per cent in 2010 as a result of surging exports and private domestic demand, before moderating to 4.75 per cent and 5.50 per cent, respectively, in 2011, it said.

In a separate Global Financial Stability Report Update, the Fund noted that despite generally improved economic conditions and a long period of healing after the failure of Lehman Brothers, progress toward global financial stability has recently experienced a setback.

Sovereign risks in parts of the euro area have materialised and spread to the financial sector there, threatening to spill over to other regions and re-establish an adverse feedback loop with the economy, it said.

Further decisive follow-up is needed to the significant national and supranational policy responses that have been taken in order to strengthen confidence in the financial system and ensure continuation of the economic recovery, the IMF said.

Five Naxal attacks in 12 hours

The Maoists have launched five attacks across the country in the last twelve hours during the 2-day bandh called by the outlawed Communist Party of India-Maoist (CPI-Maoist) to protest the killing of their spokesperson Cherukuri Rajkumar alias Azad by the police in Andhra Pradesh. Maoists attacked a Congress leader's house on Thursday in Chhattisgarh's Dantewada district, killing one of his family members and an associate.

The Naxals also attacked several police stations and railway stations across Chattisgarh in which at least 2 policemen have been killed.Three CRPF camps were also attacked in the area but no casualties have been reported.

While in Orissa, around fifty Maoists attacked the Keonjhar police station and set it on fire. They abducted a police man and set a beat forest house on fire.

In Jharkhand, railway tracks in Latehar and Dhanbad were blown up but no casualties have been reported till now.

NKorea warns of 'do-or-die' battle against UN censure

Seoul: North Korea today warned of a
"do-or-die" battle if the UN Security Council adopts statement
condemning it for a deadly attack on a South Korean warship
earlier this year.
If the council adopts a document "pulling up (North
Korea) even a bit through sordid collusion and nexus," the
North will regard this as "an intolerable and grave
infringement" on its dignity, a state committee said.
The North's army and people "will not rule out a just,
do-or-die battle to protect the sovereignty of the country,"
the Committee for the Peaceful Unification of the Fatherland
said in a statement carried by state media.
South Korea, pointing to the findings of a multinational
investigation, has accused its communist neighbour of
torpedoing the 1,200-tonne corvette with the loss of 46
sailors near the disputed Yellow Sea border on March 26.
The South has announced its own reprisals, including
cutting off most trade, with strong US support. It has also
asked the 15-member Security Council to condemn its neighbour.
Unlike many other nations, China and Russia, two of the
council's five permanent members, have not publicly accused
Pyongyang of being behind the sinking.
The North has denied any involvement in sinking the
corvette and has previously threatened a military response to
any UN censure.
The nuclear-armed state said last week it would bolster
its nuclear weaponry with an unspecified new method in
response to what it called US hostility.
Last September Pyongyang announced it had reached the
final stage of enriching uranium, a second way of making
nuclear bombs in addition to the country's plutonium-based
operation.

Prosecution failed to hear certain witnesses : Abha Rathore

Chandigarh: SPS Rathore's lawyer wife Abha,
who has challenged his conviction in Ruchika molestation case,
today told the court that the prosecution had failed to hear
certain key witnesses present at the scene of the alleged
crime who could have unravelled the entire truth.
As the day-to-day hearing on the revision petition
filed by Rathore resumed in the Punjab and Haryana High Court
here, Abha submitted that certain witnesses, including ball
picker Paltoo, coach Thomas and chowkidar Pyare Lal, present
on the day of alleged crime, were not heard by the prosecution
in the case."The prosecution story revolves around only two girls -
Aradhana (friend of Ruchika and daughter of complainant Madhu)
and deceased Ruchika whereas other witnesses who were present
at the site on August 12, 1990 were not brought by the
prosecution," she contended while trying to pick up holes in
the probe story.
Even the gunman attached to Rathore at that time was not
heard by the prosecution, she submitted while asserting that
"the story of prosecution is not proved by the chain of
events."
She contended that Paltoo, the then manager of Haryana
Lawn Tennis Association Kuldeep Singh and Thomas among others
would have been key persons to unravel the truth on the nature
of the incident.
"Had these people been heard by the prosecution, the whole
falsehood of the prosecution would have been exposed," she
said, adding, independent witnesses should have also been
brought by the prosecution in the case.
She also submitted in the court that adverse influence
was made on witnesses in the case and contended that the
prosecution had failed to establish that Aradhana was present
at HLTA on the day of the alleged crime.
She further submitted that Ruchika's statement recorded
by the then DGP R R Singh was not brought on record.
"What material relating to Ruchika are on record except
her forged signatures," she questioned.
Assisted by her lawyer daughter Priyanjali, Abha claimed
that Ruchika had never made any complaint before police during
investigations in this case.

Former ATS officer deposes in court

Mumbai: A former Maharashtra Anti-
Terrorism Squad (ATS) officer today deposed before a special
court in the July 11, 2006 serial train blasts case and
explained how one of the accused, Kamal Ansari, was arrested.
The witness told the court the investigating officers,
acting on specific information, arrested Ansari on July 19,
2006 from Basupati village in Bihar's Madhubani district.
"After arresting Ansari, we took him to his house,
where police recovered a black coloured powder," he said.
According to him, the 36-year-old allegedly made calls
to several wanted accused in the case and operatives of
Pakistan-based Lashkar-e-Taiba (LeT) after the train bombings
in which 187 persons were killed and 800 others injured.
"The calls were intercepted which led to Ansari's
arrest. Revelations made by Ansari enabled the ATS to arrest
other accused," the officer said.
Meanwhile, Ansari appealed to the court to shift him
to the Government-run J J Hospital for treatment as he is
suffering from malaria. The court, however, asked him to
undergo treatment at the medical centre of Arthur Road Jail,
where he is lodged.
The prosecution has till now examined 17 witnesses in
the case, in which 13 accused, all alleged LeT operatives,
have been arrested. The court has asked the media not to
reveal the identity of the witnesses.

Mystery shrouds top naval officer's death

Kochi: Mystery shrouds the death of a top
official of the Southern Naval Command S S Jamwal, who died
today after a bullet pierced his skull, with the police
suspecting suicide but the navy describing it as a case of
"accidental firing"
51-year-old Rear Admiral Jamwal, Chief of Staff of the
Southern Naval Command, the second ranked naval officer here,
was at the training establishment's small arms firing range of
'INS Dronacharya' when the accidental firing occurred around
1030 Hours, naval spokespersons said.
The Navy has ordered an investigation into his death
but it was tightlipped about how the accident occurred.
A case of 'unnatural death' has been registered and
top police sources said on condition of anonymity that it
appeared to be a case of suicide. Family problems could be
behind it, they said.
The body of Admiral Jamwal, a highly accomplished
officer, was shifted to a hospital and further probe is in
progress.
However, the local naval establishment dismissed
reports of suicide as speculative.
"If the Chief of Staff wants to commit suicide he need
not not go to the firing range. He was accompanied by his
entire staff including the staff of Dronacharya. It was an
official, planned visit to a firing range to check the
progress of training.
"He was accompanied by his full staff including the
Executive Officer of Dronacharya, the firing officer, head of
the range, everyone prresent," Commodore Ajayakumar told
reporters.
